Standards are standards. I think lying to the membership to get elected leader and subsequently distancing himself in words and actions from his 10 pledges is pretty clearly sub-standard for a person wanting to lead the country.

And the absence of any values or vision might also be seen as a slight problem.

Boris is bad enough but Competent Boris sounds even worse.
