When I was young, I wasn't aware of this distinction, or even the expression cottage pie.
What my mother cooked as shepherd's pie contained chunks of cooked beef left over from Sunday lunch with gravy added.

Exactly the same for me. It was always shepherds pie, whatever went in it.
My mum used to make it like that, though she used to mince the left over beef or lamb up. Plenty of bisto. The alternative was using tinned mince. I dread to think what went into tanned meat in those days. It always looked like it’d been passed through the dog.

You must have been wealthy indeed, if there was enough beef for some to be left over.
This is back in the 60s and early 70s, but there was only one of me, and in those days it was chicken that was the luxury, confined (from what I can recall) to Christmas day.
I might add that I never particularly enjoyed the shepherd's pie my mother cooked because beef the following day is not as tasty as chicken the following day.
