It is either them or the third place team from group E. Romania, Slovakia, Belgium and The Ukraine all have 3 points but it is confusing if any of them can finish third due to the confusing tie-breakers. It is either them or the third place team from group E. To be fair its the same system as Italia 90.
And co-incidentally England's progress there was remarkably similar. We topped the "Group of Sleep" with an identical record and subsequently changed the system to bring in Mark Wright as sweeper and David Platt in midfield. The results of each team in the group is identical to the ones in England's current group!

It looks like it comes down to group F. I don't think Georgia can beat Portugal, but Czechia have a chance of beating Turkey as this result means they both go through (a draw and Czechia will be out) If this happens we'll play 3rd in group E, which can be any team but Slovakia would be my guess.

Yes it was. I don't think they had yellow card countback in those days. A 1-1 draw with Egypt instead of 1-0 win would have had all 4 teams drawing lots.

Is it that? I'd read it was because Denmark were the higher placed team in the UEFA standings
Edit: Looks like the article I read missed the fact that the Slovenian assistant coach received a yellow card that meant their disciplinary record was worse. UEFA qualifying ranking was the next criterion. Interestingly had Germany been involved in the tie break it would have been coin toss to decide as Germany as host country had no qualifying record!
