I actually find the tone of that quite comforting. It sounds like they are gauging the depth of anger and making sure that the right people know about it.

"available to the relevant personnel ... where required." Is that HR, the owners, Ashton?

It reads to me like it will be used in evidence in an internal enquiry. It is far from: "the club deeply regrets the hurt and upset the incident has caused. We have released a statement and Mark Ashton has made a personal apology. We have no intention of commenting further on the matter."

At the very least, it reads to me as being written by someone who isn't happy with things themselves at the moment.
