Both things can be true though. That the EA seem to go after the easy wins, rather than the real criminals, is undoubtedly true. I see that in my line of work, and it has beem the case for years. Equally, you can't just hire a digger and dredge a river without getting the right permits, and arrangements to do so.

EA would not have been bothered if people pitched up and collected rubbish. They turned up with a digger and then people are trying to make out that the Ea reaction is somehow extraordinary.

Agreed. They should have stopped short of dredging; that’s taking the pee and they would have known they needed a permit for that.

Regardless of intent, you can't just go dredging rivers and disposing of hazardous waste without a licence. It's interesting to note that the article makes no mention of where the waste ended up.
