If we have indeed made an official bid and it’s not made up, then the framework of the deal would already have been made with his representatives. Doesn’t mean the player isn’t confident he won’t get better offer from a bigger club. Also doesn’t mean we are not being potentially being used as leverage but the idea we can’t afford his wages isn’t true. So IF there has indeed been a formal offer, an agreement or understanding of the players requirements would have already been discussed with his agent. You don’t bid first and then talk to the agent after, unless you’re playing a video game. Sunderland could afford over 100k on Xhaka and we can afford over 100k PW on Palacios. Doesn’t necessarily mean we should or there isn’t risk if we get relegated but the numbers work if we want them to. The idea it would unsettle the dressing room or that O’Shea is still our highest paid player is laughable and out of touch in the modern Premier League. He’s had around one injury per season, last season was early on and he did miss a few games until January, but none of his injuries seem to be recurring. The season before he played 38 games -missing four in total because of injury and the rest just on the bench. Your Wikipedia states didn’t include Champions League |  |

I don’t know where you got your injury stats, but you’re quite a way out. It is, for me, the main concern. As others have said though, it’s probably the only reason we might be in the conversation. The club are best to decide if it’s a risk worth taking.
