No it's not. It's a purchase or consumption tax, which applies to both imported and domestic goods and services.
If Trump and his advisers really believe what he says, it just shows how ignorant they all are.
More generally, what Trump is doing on tariffs and elsewhere could be said to be a modern day equivalent of the imperialist gunboat diplomacy that Western powers engaged in relation to less powers in the 19th Century. What's laughable is him wanting to impose huge tariffs on Mexico and Canada, most Pizza places in the US get their tomatoes from Mexico, so they'll end up paying more for a Pizza than ordinarily, due to them punching themselves in the face.

You'd be amazed how many of our US chums have no awareness that we need to purchase an ESTA to enter the "home of the free and land of the brave" . . . but boy when a couple of my US colleagues came over last week for some meetings they got freaked that they now had to buy an ETA to enter the UK . . . hilarious.
