This is probably the nearest answer to the actual truth

Without knowing the TV or seeing "the blue circle" I assume it's "Alexa" or similar indicating that they are functioning and awaiting voice comments, try talking to your TV and see if it responds.
And if it does respond know that it's listening to you, so no hanky panky on the fur rug in front of your TV, as you never know if it's also watching you.... "what are doing Dave?"
