It was originally a leopard, not a lion. In heraldry, its only a lion if it is standing upright. Leopards were believed to be a cross between a lion and a mythical "pard", hence leo-pard.
To answer your question, Richard I, who spent much time in the Middle East during the crusades, adopted it as the national symbol. Asiatic lions were found in the Middle East until the 1800s.

St George as patron saint only dates to Tudor times, but he wouldn't be allowed in the country these days.

Don't forget, there were dragons in those days, especially in Wales, and if there was a shortage of dragon-slayers, he would surely have qualified for a visa under the Shortage Occupations List.
