I do see your point, and it is sad that it came to that.
However, animals are unpredictable, and this cow loose in a highly pedestrian urban area could lead to the loss of life through traffic accidents etc, the cow becoming frightening etc. it had to be dealt with this way as a last resort in this situation as it unravelled.
I think I would be more pissed off if I lost a loved one as a result of them coming round the corner and suddenly hitting or swerving a cow, cause the police were farting about with it.
It’s been referred to the relevant ombudsman etc, so lessons will be learnt either way.

No more unpredictable than humans wielding knives and guns - and the first response in those cases is usually to call for backup; not to run over the perpetrator, twice.
Police officers are supposed to be trained to keep cool heads - this driver clearly didn’t, just panicked. Anyway, s/he’s been suspended from frontline duties now, according to BBC news.
It looks pretty dark so I suspect this happened quite late at night. I'm not sure they'd be too many kids or old lady's around. It just looks extremely excessive to me.
While I don't disagree it probably wasn't needed you can imagine the headlines if it got spooked and killed someone. Just because it was dark doesn't mean everyone was tucked up in bed.

I’m assuming they didn’t want a traffic accident to occur. A few years back some traffic cops ran down a large dog running free on a busy road without trial by social media.
Unless you’ve worked on a farm and realise how powerful and difficult to control a relatively young cow is you’d best keep your righteous indignation to yourself.
Your ignorance knows no bounds does it? I've both worked with young cows, and had to retrieve runaways, at no point did anybody ever consider ramming it would be a good solution.

Everyone has access to them. Vets provide 24-hour on-call service for animals that need emergency treatment. It isn't cheap, but I bet it is a bit cheaper dealing with an uninjured cow than one that has been hit twice deliberately by an idiot driving a 4x4. I bet it is also a fair bit cheaper than emergency medical treatment where there is no National Health Service, too!
