Between that and this article from the same site https://soyreferee.com/futbolmx/2025/07/16/marcel-ruiz-rechazo-ir-a-europa-por-q Google Translate (other AI translators exist I am sure), suggests that there hasn't been any offer but the offer that wasn't made was turned down by the player and not the club. Mexican fans and their International association are disappointed that he lacks the ambition to go and play in a highly competitive league.

"Although the alleged refusal generated discontent among Mexican fans, the reality is that the possibility of going to Europe remains latent, as there is communication with the English team, and there are also two other Old Continent teams closely monitoring Marcel's situation, and Toluca's management has reportedly shown some openness."

In summary, Ipswich may be interested in making a bid and the player may or may not be interested in making the move but it all seems a bit unlikely.

the article was basically saying that César Luis Merlo, the person who said Ruiz did not want to come to Ipswich, is their version of Fabrizio Romano - normally well informed but he may have got this one wrong - he has made no decision because there is no offer on which to make a decision

Doesn’t say he wants to join us, but neither does it say he doesn’t.

Says the ‘insider’ jumped the gun, and no formal offer has been received from any European club yet, so nothing had been rejected, as there was nothing to reject.

So, nothing to see here …

…yet

Marcel Ruiz's refusal to sign with Ipswich Town is denied.

Marcel Ruiz has been in the eye of the storm for refusing to join Ipswich Town.

Marcel Ruiz became a topic of conversation among Mexican fans for allegedly rejecting a move to Ipswich Town in the English Championship, a situation that led to him being criticized on social media for joining the list of Mexican players who prefer "comfort" over sacrifice.

It was César Luis Merlo who revealed that Marcel Ruiz is not willing to move to England's Second Division, a competition that many consider to be of a high standard due to the number of teams seeking promotion to the Premier League year after year, so emotions are practically at stake every matchday, especially in the final weeks of action.

Although many fans and analysts consider the information released by César Luis Merlo to be accurate, this time it seems he will "put his foot in it" because the young Mexican midfielder's decision has not yet been made, so it was revealed that he refused to sign with Ipswich Town.

According to reports from Martín del Palacio, complemented by comments from Ignacio Suárez and Kery Ruiz, Marcel Ruiz's signing with Ipswich is not yet finalized, as he has not yet rejected any offer, given that no offer of any kind has yet reached Toluca's offices.

Although the alleged refusal generated discontent among Mexican fans, the reality is that the possibility of going to Europe remains latent, as there is communication with the English team, and there are also two other Old Continent teams closely monitoring Marcel's situation, and Toluca's management has reportedly shown some openness.

Although César Luis Merlo has become a trusted insider for Liga MX fans, the competition, and players alike, the reality is that the Marcel Ruiz case could represent his first setback regarding any kind of information, although the situation is expected to be resolved soon.

I look forward to Phil’s “Ruiz NOT Not Interested in Joining Town” article in the morning.

Marcel Ruiz's entourage tells me that the player has NOT rejected any offer. That so far, Toluca has not received anything formal. That there are indeed approaches from them and other clubs, and that if the offer is the right one for both the player and the club, he is completely open.

Whether he is prepared to join us or not, or whether we have even formally submitted an offer or not as yet, it is clear that Ruiz is a player that we are interested in & feel is worth pursuing, despite our relegation to the Championship. That in itself is significant when it comes to the club's ambition for this season and beyond..
We have already signing Mutusiwa, who certainly has the pedigree to be a strong performer in the PL as a #6, so it is encouraging to see the names who appear to be genuine targets as his partner in the #8 role being Marcel Ruiz, Jens Cajuste, Hayden Hackney, Tim Iroegbunam & even Lennon Miller. There have of course been others mentioned such as Tyler Morton, who would be a great addition alright, but with less apparent substance (thus far anyway).
It is inconceivable to think that we would let Sam Morsy go, before having the expectation of at least one or two more midfielders lined up to come in. Phillips, Cajuste & Luongo have already left, while Cameron Humphreys, & arguably Jack Taylor, are unproven at Championship level.
I like what I have seen of Ruiz, because he has a quality that should transfer well to our style of play, would compliment Mutusiwa & looks capable of performing at PL level. If we had a full season of that partnership, learning each other's movements, strengths etc. in the Championship, we could be in a far stronger position to get off to a decent start this time next year, should we manage to get ourselves promoted again.

It Looks like Toluca made 10 changes last night from the first game. so wouldn't read too much into Ruiz being sub.

Ah well, when you're "in the eye of the storm" (literally hurricane) and possibly under fire for preferring the comforts of the English second division to the "sacrifice" of home, who knows where all that might lead to?

It's very floral language when they could have just said , " we understand that nothing is imminent, Felipe".
