Fair enough. It’s not something especially workable without complete changes to the system I’d suggest.

It's not just my opinion. There's a lot of evidence that taking a harm reduction approach is better than criminalising people who use substances. Portugal's approach is one example: https://transformdrugs.org/blo

So it's really not a whacky policy that Polanski is suggesting, it's one with a decent evidence base to support it.
