It was said this referred to Sammy Chung who was assistant manager to Bill McGarry who was manager of Ipswich between 1964 and 1968.

Chung had a decent coaching career as good cop to the fearsome Bill McGarry., going back to when Chung was a player at Watford. Mick Mills must have respected him as he spent 5 years as Mills's assistant at Stoke City.
