If you look very closely you can see all of the structural supports for the additional tier have been incorporated within the new ground floor structure, all perfectly lined up with the existing ones for the upper tiers. Those supports wouldn't be there for a single storey extension. I expect when work starts you will see some pretty large piling rigs constructing this single storey structure... Nope, the fanzone will become accessible by all (even non ticket holders) with the turnstiles along the back of the new West stand concourse only. The food kiosks are open both sides so will serve both fanzone and the concourse. (or just the fan zone if the stadium is closed. |  | |  |

This is only not great from an aesthetic standpoint, but a very simple and cheap strategy could easily include trees for shelter, grass for kids, SUDs and level changes to avoid huge runoff in heavy rains. |

You mean these: ? How can you tell they're for the "additional tier" rather than this single-storey? Because if you're wrong, and they're only for this larger ground-level concourse, then it'll all have to be demolished if/when a new roof and extra rows of seating are added. And if that's the case, this "West Stand Expansion" development is saying: the west stand expansion ain't gonna happen. I don't think 12 rows will accommodate 4k people by the way. Ignores aisles. Will have to be more like 20. [Post edited 28 May 18:15]

Those support are the existing ones, visible on the plan for the current stand layout. They are the supports at the back of the current stand. [Post edited 28 May 18:31]

"Expansion of the existing West Stand at Portman Road (Ipswich Town Football Club). Expansion to include the extension of the stand at ground floor level to allow for a larger concourse and relocated Kiosks. Fanzone adjacent to be refurbished to provide more parking provision and a better threshold to the stand." Maybe I'm reading too much into it, but it suggests that this is a series of applications for the West Stand Expansion. I assume this is phase one, to be done this summer, followed by the increase in capacity to add the required number of seats next summer. I guess a big profile change of the existing elevation will take more time through planning than this would, so we have split it into phases. |
It's not that it's an interesting use of language, it literally is extending the stand at ground level However, at this level of planning there are no detailed drawings of foundation engineering and I totally think they are over-engineering the ground works for what amounts to a tin shed in other that it can support a few columns in a year's time for an overhang extension at high level There's no reason that needs to be mentioned in this application, and there's no need to code or be clever about language though. But yes, this will deliver useful ground level infrastructure while creating the conditions for a larger project next year should nothing go disastrously wrong. |  | |  |
