They effectively do have that - but it’s not a tax, it’s a donation - it’s called a gift to the public purse or a “patriotic gift”: https://www.gov.uk/guidance/vo Lots of people I know have done this. Curiously, the “patriotic millionaires” refused to answer whether they used this facility for a long time until finally they sent out some spokeswoman to do interviews and say words to the effect of - well this isn’t really what we want… Make of that what you will.
