In particular section 53 provides 'keep both hands on the reins unless you are signalling'.

However, as that section says these are things you should, rather than must do, it's not actually the law.

If the horse were texting, that's a different matter though.

May well be legally OK, but not v. sensible unless on a long, straight, little used country lane where he can see a long way ahead, has good hearing for vehicles coming from behind, and the horse is a placid non-jittery type.

Too many awful accidents on roads involving horses being ridden.

Drive a very loud car near him. The horse will jolt and he'll fall off.

Then you can then tell him, whilst he is rubbing his arse, that texting whilst riding is not a good idea.

Assumption is to make an ass out of you and me. Those who assume they know you, when they don't are just guessing. Those who assume and insist they know are daft and in denial. Those who assume, insist, and deny the truth are plain stupid. Those who assume, insist, deny the truth and tell YOU they know you (when they don't) have an IQ in the range of 35-49.

Err, isn't it the yellow pages that you turn, whilst you have your phone in the other hand.

Also you need a long extension lead...

And imagine the ignominy when you get a call and then have to hold it to the horse's ear and say 'It's for you'.

Presumably just before he gets up and tells you amid the trampled wreck of your car how much more of a stupid idea yours was.

No, I think you are only allowed to shoot them if they've broken a leg.

So you'd probably need to knock him off first.

I think that's right.
