So it's going to need to be a club that has been in each of the top 4 divisions for 20+ years each. So a club that is a minimum of 80 years old.

A clue can be found in the fact that Ipswich haven't been in the Fourth tier. So probably a team that were near the top towards the beginning of the League structure.

Have Preston spent much time in the Fourth tier? Or Huddersfield?

Looking at the League Table for 1928-9 (a random fairly early year) I would say that Bury are the most likely:
