Indeed, but I can provide an explanation (as asked for in the OP); lots of roads closed to traffic around Downing Street at the moment as they're already putting up barriers / grandstands in preparation for the coronation...so lots of people (rather than cars) in the roads at the moment, so the motorbike/SUV/clappers method not really an option.
Doesn't explain why they chose this ridiculous alternative though!
