Perhaps it's just a budgetary decision? The seats aren't damaged/dangerous and don't impact upon the matchday experience.
It's probably only a few grand, but it's still money that would probably be better spent in a different department/area. |  |

They are changing them at the moment, next season they will spell OPOC
