There's a long history of black men facing violence directly connected to exactly this kind of stereotype. Notably in this country the 1958 Notting Hill riots, but also lynching in the United States.

I don't think anyone is making a genuine assumption, I think it's just a hackneyed racial stereotype that is intended for humour. In my view that is dangerous territory and at the very least it will make some people of all races feel uncomfortable and cause divisions where there is no need for any.
