She’s right. Some of the outdoor rules at the time were ridiculous and had no basis in science.

But they were the rules and they were law. Johnson broke the rules and broke the law and should resign or be replaced.

He has a defense in that the law as it stood, stated you could only leave your house for 1 of 4 reasons.

The party was in his garden so he didn't leave his house as it was his garden.

(All according to Adam Wagner who knows his stuff)
