Lets just ignore 99% of what he said and the underlying positive and glowing sentiment of it, and focus on that shall we.
TBH 99% of what he said is belittled by that comment about budgets imo.
Take away the budget talk and it's much better and much more respectable.
i personally don't like it when budgets are brought into the conversation because imo it's like saying hes a good manager but lets be honest it helps that he's got a nice budget. Very pompy Cowley like comments.

If you listen he says something like they had the budget in league one and then got promoted. He's not saying we have a big budget now.

It's even in the subtitles:
"they had a really good budget in the First Division. They got in the Championship".
Nothing to see here, at all. Nothing about our current budget. He wasn't making a lot of sense, but that sounds like he was scrabbling for something to say rather than making a point about our current budget.

Even if that was the full text all he is saying is that we have an adequate budget to compete in the Second tier, not that we have the biggest budget. Perhaps there is a touch of jealousy but it is not directed at McKenna and Gamechanger, if it is there it comes about from the memory of all the restrictions that Marcus Evans put him under.
