Some of the Premier League stalwarts, Everton included are like the large financial firms in the U.S. - "too big to fail". Time and time again they get away with blatant cheating at the expenses of others in the football pyramid. The Premier League and/or EFL seem happy to close one eye as well. Think the cut off is the last Thursday in March. If points deduction happens after that it only carries forward to next season if the club is already down, or they would have been relegated anyway without the deduction.
