The city is called Milano in standard Italian but Milan in the Lombard language/dialect.

As regards that last point, strictly there was no vote by Parliament, but confirmation by a Government minister in Parliament. It is a reference to a House of Lords debate, in which Hansard records Lord Howe, the Earl of Crewe and the Earl of Meath all referring to the national flag as the Union Jack in the context of the question "whether it is a fact that the full Union Jack may be flown on land by every citizen in the Empire as well as on Government Offices and Public Buildings." The Earl of Crewe on behalf of the Government confirmed that fact.

So I think counter-pedantry wins this argument.

From a naval perspective it may be equally valid. But a "jack" is specifically a flag flown on the jackstaff, a small mast on the bow of a ship at anchor.
