My list would be:
No VAR
All league football played at 3pm Saturdays or 7 45 Tuesdays. No 3pm blackout.
Only league or cup winners go into championsleague
Only 2nd and third get the eufa cup
Only two kits per club. Maximum one kit swap per season
No PSR but there would be wage caps
Limits on youth loans out
No agents for footballers under 18. These would fall under a governing body

Just what I’d implement at Portman Road.
- A purpose built terraced curve in the north east corner. Must include a capo stand and drum holders. Megaphones and whistles permitted. No designated seating. No stewards or police allowed. Non-participation an ejectable offence. Complaining about flags or banners an ejectable offence.
- Away fans allowed tifo materials and drums.
- Pyrotechnic usage permitted.
- Mobile phone usage not permitted.
- No half and half scarves.
- Tickets capped at £20.
- Pints capped at £4 (and no Carlsberg).
- No fan bans without evidence of accused crime being provided.
- Standard sized sausage rolls.
- Graffiti allowed on concourse walls.
- Team to wear blue and white at all times.
- Team to include at least one academy graduate at all times.
- All games Saturday at 3 or Tuesday 8pm.
- Fan groups permitted to sell merchandise inside the ground.
- Fan groups given 24 hour stadium access to a designated tifo making area.
- Club officials have no say on tifo designs.
- Removal of the big screen, LED ad boards and any mention of ‘running towards adversity’. |
Making seating areas simply that, with no fixed seat per se, would be a great idea, especially for away games.
Let people sit with their mates, let those who want to actually sit.grab those at the front, let those who want to make some noise, stand together...
And those moaning old gits who insist "this is my seat, I've had it for years..." can get in early if it's that important to them.
Ideal ground set up for me, safe standing in whole lower tiers of all 4 stands with no seats anywhere bar the upper tiers.
All those areas to be "free standing" and defo have some away area set up.

If you get rid of SKY....they'd be someone else. There are already.
Going back to the early 90s ...
football was crap and, in my opinion, needed a reboot. I think SKY did a great job in the early days. Got me interested again and you could go down the pub on a Sunday or Monday night and watch decent football. It just got out of hand. Who's fault is that? The PL? The EFL ( or a footballing body) should be in control of football - not the PL. They're in control and the EFL gets a hand out from them. |
I’ve read various articles, books and listened to a few podcasts surrounding the state of football in the late 70s and 80s prior to SKY becoming involved in it and it was on life support.
Attendances were down, facilities were awful and its image was in the mud. I think people forget what a breath of fresh air SKY was - it was fresh, it was full of glamour and it wasn’t tired.
Now people can rightly claim that football has lost its soul in its pursuit of TV money but if it wasn’t for Sky, football in this country could well be stuck in the late 80s and played on front on a few thousand. But at least it’ll be on a Saturday at 3pm.
Whose fault is it that football is now what it is? The PL, Sky and various new owners are the targets. But, in the beginning, hooliganism was the deciding factor in what made the sport so desperate for money and so desperate to keep it.
So anyone who smashed things up in various town centres, or caused trouble or home or abroad - it’s your fault.
There’s a really good series on BBC Sounds which highlights English football and it’s hooligan problem during the 80s. Quite disturbing at times.

More seriously, I wish football took a leaf out of other sports' books and handed out severe punishments for any abuse/backchat to officials. None of this 'but it's a passionate game' rubbish; so are other sports and the players miraculously seem to keep their tempers in check (for the most part, with aforementioned abuse dealt with properly). | | | |

That's not to say that TV money hasn't distorted the game, and some sort of re-balance isn't needed, but some of these 'issues' with the game are 1st World Problems. And on a much lighter note, a lot of the changes which football has seen has been primary led by fan behaviour. More Kits, more football on telly, playoffs, VAR - fans wanting more or just perfect officiating. [Post edited 28 Oct 10:31]

Agree with absolutely all of that, apart from the last one which is not a massive issue. If I had a kid who was good enough to make it in pro football, I would want the option of being their agent, and would resent that from being taken away from me by a governing body.
I probably would have said just champions get into the champions league, but actually putting the cup winners in there massively revives the cup overnight, so I'm sold.
Wage caps would be an absolutely massive thing. Depends on the level they're set at, obviously, but it has the multiple benefits of (a) creating less risk that a club goes out of business, (b) keeps the playing field between clubs more level, and (c) puts a lid on the prices that fans have to pay for things. |  | | |
