It's not a pen. Azor's tap was on his standing ankle. It didn't have enough force to affect his stability. If he'd been put him off-balance or it affected his ability to play a pass or shoot, then agreed, that's a pen. Throwing himself to the floor should have disqualified the foul. |  | |  |
