According to a new Imperial College study:

It highlights that 97% of vehicles driving in the ULEZ are now compliant.
Whilst there is no clear conclusion in the report that all of the reduction is down to the ULEZ, LTNs, electric buses and taxis etc is highly correlated with various types of air pollution down between 27% and 41%.
Another report shows that "Air quality has improved at 99% of monitoring sites across London since 2019" [1].
Perhaps the ULEZ is something other heavily urbanised areas will take a look at.

No. It grew out of earlier London air-pollution policies, particularly the Low Emission Zone (LEZ) introduced under Johnson's predecessor, Ken Livingstone, in 2008.
