why ? it would be a foul and freekick anywhere else on the pitch, the Senegal player makes contact with the Belgian players foot/ankle, didnt make contact with the ball, thats a foul, so its a penalty.

Nonsense. Two players moving. Neither gets the ball. Its as much the belgian player blocking the clearance by defender as vice versa, The belgian is clearly looking to go over.
If the Kane one is not even a referral to screen, then this was not a clear and obvious error in need of correction,

All the Ref was shown was the VAR from above.
The TV feed that we saw was what the ref saw.
VAR didn't show the Ref the angle at pitch level which we saw before the Ref was called to the monitor. That angle shows the Senegal player only had eyes for the ball and was making a genuine attempt to play it. The Belgium player appeared to stand on his foot.
