Absolutely tragic I think you will agree.
But my feelings are that too much is allowed to go unpunished before many events in this country happen.
Where in this instance they have committed these crimes before and little has been done.
Where poor little kiddies are beaten and abused but nothing is done until it is too late and the apologies come to late from the authorities which always comes out with the same rhetoric of "We will learn lessons and improve" and it never does.
Laws are insufficient and make so many things difficult to enforce. Privacy laws whilst necessary block things from happening.
People are allowed without your permission to use your address to apply for things and when you challenge companies they will quote "data protection" not to you, but to the person illegally using your address.
Until this country wakes up and realizes that it's the person a crime is committed against is the one in need of protection and not the criminal we are lost.

It costs a lot of money to have a fully functioning justice system with adequate prevention, detention and rehabilitation capabilities, assuming anyone can even agree the relative importance of those things.

It's a problem of short sighted politics, of lack of investment, as with pretty much every other sector. Community outreach, youth programs etc are an easy cut, there's no immediate impact and they are relatively expensive.

It's only 10 years down the line when it becomes a problem, when the people responsible can turn around and say "how are you letting this get out of control"

You then seem to go on a tangent which doesn't really have anything to do with the PCS and talks about data protection and fraud. For what it's worth if someone is impersonating you, you can report to the company that a fraud is being committed and telling them either they need to report it to the police or you will. If they would be willing to give you information, then they might be willing to give it to the fraudulent party in reverse.

As for your final line, legal protections must be available to all people until they are determined to be guilty by proper due process. Otherwise the law offers no protections at all.

I think you are linking entirely the wrong things.

Local Authorities try very hard to safeguard without the resources required. Sometimes things go wrong. I see no connection to the policemen killed. Nor any connection with privacy laws.

What you need to be complaining about is systematic reduction of resourcing for key services

Are you talking about zero-tolerance policing which was most associated with Mayor Giuliani and NYPD police chief, Bill Bratton?

In this country, Roy Mallon of Cleveland police (known as Robocop) was associated with this policy but was forced to resign because of allegations of misconduct. He later became Mayor of Middlesbrough.

Maybe I did go off on one and what I said about someone using my address. This was something that happened where insurance for a van with someone else's name but my address was used. We reported it to the company and all we got was a reply regarding data protection of the person using our address.
As for reporting it to the police it's like everything these days, they just aren't interested.
My Son-in-law had his car hit on three or four occasions when parked on the side of the road in Sproughton which is a rat run. On the last occasion two witnesses took the cars registration. He reported it to the police and their reply was "Contact his insurance,but if he denies hitting your car then you will have to put it through your insurance"
So the guy denies it.
My point may have been lost. But it's just that so much these days is totally the wrong way around.

The money isn't there in the system anymore and no one is willing to pay for it unfortunately.

Crime often happens when other factors in life are bad. Fixing the root rather than just sticking people in jail is better.

Norway have also proved that rehabilitation works much better than punishment, but it's a tough pill to swallow.

My point is, the answer is complicated and needs funding, whatever the chosen option.

As others point out, these feral repeat offenders seem to operate with impunity due to a lack of police (one of the lowest per capita in Europe), and under resourced justice system. Have said it before; if there is no jeopardy for commiting crime, then there is no prevention to that crime getting out of control. There's a core of society almost born to be criminals and the CJS seems to accept this, only coming down hard on the errant straights.

Privacy laws - the biggest problem here is that many people do not understand them or difference between GDPR & DPA. The key phrase is legitimate need for data, which is for enforcement of law, and anything being taken out with your name & address that's not you needs to be reported.
