It strikes me that this might be all Burnham's work. Hear me out:

He wants Britain to enter a new age of industrialisation.

Post WW2 just about the only decent stab at this we've had was the Ealing Comedy era, which petered out in the late 50s.

This whole episode is beginning to look like a very good pattern for a New Ealing revival, with a bunch of incompetent crooks (maybe led by Alec Guinness or Stanley Holloway), a corrupt and devious political party trying to make hay out of the situation (Alastair Sim as Fergal Narage?), then you could have Lionel Jeffries as PC Wobble, charging around the back lanes of Gloucestershire on his bicycle, and someone like Bernard Bresslaw* on a football club message board claiming it was an alien invasion. I'd personally put Charles Hawtrey* in the role of POTUS, just to wind up Trump, but maybe Peter Sellers could revive a blend of his Dr Strangelove / Mouse That Roared personae for the part.

* I realise some of these were not Ealing comedy actors, but this isn't an entirely serious post.

I don't think our intelligence services are involved with fuel thieves / fly tippers / doggers, and the police response appears appropriate - much more than Farage who immediately brought up boats, home office visas and illegals. Trump, Rubio and the US administration are warmongering chancers who jumped on this as quickly as Farage to push their agendas.

Fuel theft seems unlikely to me given how far they traveled, and the fake company van seems elaborate for what is not a very sophisticated crime. The vans certainly scream intelligence operation.

On the other hand, if it were fuel theft, a group that went to such lengths to not be identified (fake vans, balaclavas), you’d think would have probably avoided a target next to a base of the world’s most expensive military whilst they are engaged in a conflict and on high alert….*

*I know it was the public that made the report, but common sense says security and surveillance would be high in the area. I certainly wouldn’t fancy being caught by armed military personnel in a balaclava!!

The Cobra meeting is just a matter of course if there has been a potential threat.

FWIW, given how things have panned out, I suspect that the most obvious thing is idiots getting up to no good in the wrong place at the wrong time.

I know we shouldn't speculate, but speculating is fun... as long as it stays as just that, speculation.

It is not implausible that this was a response test. Hire these guys to go in and do some minor crime to see if they get picked up, prior to planning a bigger job.

Alternatively they could be released on bail to see what they do and who they contact, especially if it turns out these aren't the sharpest tools in the box.

It may be a massive failing in our justice system.

Or it could just be 5 guys who wanted to go to an anonymous midnight picnic party.

Either way, it is all quite odd, not straightforward and impossible to draw any conclusions given all of the conflicting noise around this.

I think it might be closer to:

"Ministers have been briefed to blame Iranian proxies when resources are unnecessarily eaten up following chaotic policing."

If these 5 British men from London called 999 in the first place and have since been released on bail, they are almost certainly NOT Iranian or Russian proxies, or even proxies of proxies of proxies of proxies of any unfriendly foreign state. But you never know.
