See this is the problem, the rules are very clear that it's not allowed but then the rules don't make much sense if schools are open, she's definitely right about that.
But really it's not allowed and if everyone does stuff that's not allowed then the lockdown is totally pointless and everyone will be complaining when the lockdown is extended.
Make her cycle to the meeting place so it counts as exercise the whole time :).
