Depends on how you look at it. Football has the most participation of any sport in Wales. The average attendances of both Swansea and Cardiff are most higher than any rugby Union domestic club.
On an international standing Rugby gets bigger crowds than football - but that is down to success.

Whilst the Welsh reaction is one of pride, gratefulness and togetherness. Yet you just know when England next lose they’ll be called all the names under the sun and the players will be abused. It’s a very different approach and one I hadn’t appreciated until I’d lived here for a while.

The rugby is less about success and more about it being the spiritual sport. The national rugby team reaches more people, from toddlers to grannies. It’s a synonym for supporting Welshness really. I think that’s why it doesn’t translate into club rugby; club rugby is just for the rugby fans and less about national identity. Football is slightly less inclusive and attracts a more typical male-dominated football crowd and doesn’t seem to have that same broad church appeal of national rugby. It does to a degree, but not as much. They’ve always struggled to fill grounds for the national football side - it’s why the home is Cardiff City stadium and not The Principality.
