Marcus Stewart suggested the opposite when he was talking about him on Life's a Pitch TV. Said he is driven and focused and can see him playing for England one day.

That’s a shame, but have to say I wasn’t that fussed if it was just going to be a loan move to us. Hopefully we go up this season and if he’s that much of a top target for McKenna, we can get him permanently in the summer.

I have no idea what you are basing this on. Just that he wants to continue on loan somewhere where he is improving, doing well and advancing his career. Pretty sound logic from him if you ask me rather than gamble and come to us where he is not guaranteed the same progress.
Would have liked him. Absolutely no issue with his decision personally though (if it's even his decision)

Surely it's not his choice though? A factor in Fulham's decision maybe, but if they wanted him elsewhere he'd have to go surely.

Players need to agree to new loan contracts and Fulham want to look after their young 'stars'. Very doubtful this is a situation where it would benefit Fulham to attempt to be forceful, even if another Championship club was offering a healthy loan fee.
