A lot of this is being driven by our (Ipswich fans') demand for away tickets. However, as we see all the time, that is by no means a universal situation across the League. There are probably more teams struggling to fill away ends than those with supporters fighting over the last few tickets.
It would be unreasonable to expect clubs - at eyewatering expense - to rebuild grounds to cater for the maybe at most half-dozen fixtures a season where the away section is oversubscribed.

There should be minimum safety requirements but in terms of capacity, no.
Totally unfair, but if I was running the Premier League I’d do minimum capacity for that (40k) and minimum average attendance previous three seasons 35k too. Purely to keep out clubs like Bournmuff and their non-league ground.
A totally ridiculous, poor idea really and the actual answer is the one you’ve given.
Minimum safety requirements but also facilities. For example a modern pitch for the top two divisions, decent facilities for players and officials the level dependent of which division. Lastly, decent facilities for supporters too.

Let's say unrealistically they get promoted and now in League One but the capacity required is 10,000 .They move to this imaginary new ground because the "rules" say they need a capacity of 10,000
Anyway , theyre doing really well in League One and again get promoted to the Championship . Oh b8llocks we need 20,000 capacity . So again they move to their other pre-built ready stadium .....

If you set the minimum capacity at 32,000 eight of the current Premier League wouldn’t qualify.
Even if you set it as low as 26,000 five clubs wouldn’t make it.

Prem 5k Champ 3k etc.
...or 15% of capacity whichever is the highest.
So Bournemuff would have to offer 5,000 seats (44% of their capacity!) whilst Wet Sham would have to offer 9,375 (15%)
Of course, if the visitors couldn't sell them, the home side could have them back to sell, but they would be protected from home supporters/tourists on behalf of qualifying away fans first.
That would force Bournemuff etc to spend some of their riches on their poxy stadium.

Wrexham was the Welsh National stadium in the past and as football is getting bigger; it is quite ludicrous that a team like Wrexham has a capacity of 13.5k. Ipswich were taking 3k supporters in the Premiership and our match against Wrexham is only allowing 1.2k. Therefore I am proposing that Leagues have a minimum capacity to allow away supporters to attend in reasonable numbers. If you want to be a decent side you have to provide stadium.

If you dictate a minimum stadium capacity, you would have to give a period of grace to develop it and probably contribute towards the cost of doing so too.

It’s only in recent years that we’ve routinely sold out away ends for run of the mill league matches.
I can remember a Friday night in Portsmouth when I could have probably counted us.
Agreed, unfortunately in recent years we've gained some selfish entitled people following us away who have no perspective or appreciation of the wider picture. Currently away ticket demand suggests prices should be increased not reduced. As one who was regular away when we were counted in hundreds - where were you when we were s....?
