Not to mention the issues with overcrowding in stadiums. The club will only be licensed to have so many people in the ground, and the club could be significantly legally exposed if it turned out there were more people in the ground than they expected.

I think the greater issue is the people they have on security. If they had attempted and failed they wouldn't have a banning order. That they were successful has caused the serverity of the sentence and that is to save the clubs blushes.
