in politics it's a very common and predictable phrase. it's high up the list for describing tory strategy. one tory leader almost had it as a sort of slogan. it's just lazy hacks being dull and repetitious.

I don't know why people are still taken in by these bots - Tory party HQ seems to regularly think it's somehow a good thing to have a hundred or more fake accounts send out automated tweets, all with identical phrasing such as "clear blue water" which immediately gives them away as fake.
