It looks very healthy, which is often not the case with foxes with injuries or mange etc which I've seen at close quarters in my garden, so it makes me think it was born like that. Another option is that it was injured at a very early age, and so learned to adapt. I can't imagine a fox adapting to an injury at a later age.

Indeed. Makes you wonder how this guy has been successful as a predator with only 2 legs. But then he's clearly an urban fox so probably primarily a forager rather than a predator.
