If as per the question you want to improve or expand carrow road.
Obviously if you need more lanes knock down any old sh ite buildings that are in the way and widen the road.
Maybe improve the lighting around that way.
Build a nice community area or park so kids can have a proper kick about in a safe environment.
Maybe relay the road itself, tidy up any pot holes. Options are quite endless |  | | |

Whilst it does have a bit more character than most of the modern grounds, it's actually a real mess of bits stuck on here and there when you look at it closely.
