I'd understand the "promoted because we’ve missed out on a target" theory if the season was about to start. But we're in June. And there are lots of attacking midfielders who will be floating around.
We've seen how ruthless Cook can be - if he didn't rate Dobra and/or think his attitude was suspect, he'd be out the door not promoted to the first team.

Maybe he went to see the manager and said how much he wanted to be part of the future, that he knew his attitude had been a a bit off at times and that he was fully ready to buy into the new way of doing things and would do whatever it takes.
Maybe he spoke to Cook and said he was fully bought into the project, admitted he wasn’t always on it last year and will do what it takes this season. I’m sure that all Cook is looking for from players.
Cook bemoaned no-one coming in for extra training/gym work shortly after he arrived, so if you were a player wanting to impress the new boss then you wouldn't have to be the brightest to see this way would be an easy win.
The worry is, why are others in the U23's not busting a gut/showing the right attitude?

The cynic in me wondered if we had failed to land a target in his position... Several of the signings so far seem to be upgrades on players who have left or are about to leave.
That would surprise me, to be honest. Think he's being given his chance to impress.

Maybe his expressed desire to work for his place, his fitness, mind games by Cook to ‘reset’ one or two of them?
Regardless, I suspect the attitude and fitness of one or two others relegated to the stiffs will be closely looked at and they too will be invited to the first team fold if they show the right stuff.
All speculation, but professional football is a strange old world.
I can well imagine that attitude is ahead of previous performances in terms of people getting a chance. It can b the only explanation really, as Dobra has done very little yet. I can understand the logic though.
