How can you police that though? At an airport there is a small point of contact where they can have security if needed, on transport there are multiple entry points and many stations with entry points on the way (planes are point to point). Even when it was mandatory the police did nothing because they simply don't have the manpower. What we really need here is people to take some personal responsibility so that enforcement isn't needed but unfortunately we now know that is simply something a good proportion of the population aren't going to do.
