If it was a first time buyer with a deposit saved up it could be a blessing*. Any reduction in house prices would give them a better LTV.
That's said the house prices are only part speculative bubble, there is still a chronic shortage of new properties being built so there will always be a lack of supply to meet demand.

The biggest joke about the whole thing is that the bloke next door is actually a whole team feeding her lines. The whole thing has been set up so that she "answers the tough questions that matter to local people, one-on-one" while actually doing it from a room with no cameras in Tory HQ or Downing Street with her whole comms team feeding her lines.
They actually thought that they, and she, were good enough to pull this off, given that massive home-field advantage.

It can be tabled any time. Problem is, with a large Conservative majority, it's never going to pass. Especially as a lot of Tory MPs are going to be concerned about losing their seats in a General Election*.
