It’s also an irrelevant point and a distraction. It’s unlikely she’s literally laughing at the thought of deporting asylum seekers, but it does work nicely to summarise the apparent glee she can’t withhold when talking about doing things the probably break international law and will cause harm and distress to genuine refugees.
