Snow and hail are water that has frozen in the cloud and falls to the ground in a frozen state (think the sky is as cold or colder than the ground)
Freezing rain is water that falls to as rain but becomes frozen as if reaches the ground (think the ground is colder than the sky)

I was taught that hail is frozen rain and snow frozen atmosphere from within clouds hence why it forms as crystals rather than lumps of water like hail. |  | | |
