Yes, I do stop and wonder why people vote for them and I think there are quite a few factors that contribute to it, none of them particularly positive.

It's only the inadequacy of the FPTP system that has propped them up and allowed them to be so awful. That and a ridiculously biased "free press".
Having a range of largely anti-Tory opposition parties doesn't help either in an FPTP system. But there's soooo much room to to the left of the Tories that we need parties to represent those voices. People have been marginalised enough whether it's a Tory government or New Labour one.

But their election victories are all as a result of the first past the post system and constituency boundary changes. Not only are they far less popular than you portray them but they also seem to be continually wracked by internal division. How can anyone who votes for them have a clue what they are voting for other than a handwaving attempt to keep things much the same as they are now or to try and muddle through so that things are not so bad (in their eyes)?

Is it because the British media is owned by a few billionaires and consistently use their influence to throw mud at anyone with a progressive agenda, and to whip up distracting divisions amongst the mass of the populace?
Or is it because we have a corrupted electoral system that hugely disincentivises people from voting for a candidate who will lose? So, as a percentage, the Tory vote remains high.
Or is it just that there are quite a lot of very selfish people?

doesn't the requirement for regular fire safety risk assessments during the life of the building, policed by the fire authority, deal with amendments made by tenants etc? surely that would be picked up int he risk assessment and that is a statutory duty for the building operator?
You’d be amazed at the amount of door closers that are removed or insufficient in thier maintenance. I’ve seen intumescent seals that have come loose reattached with sellotape instead of being replaced.
