With the case of Nigeria, possibly the influence of Islamic culture which - in popular terms, at least - has a high degree of fatalism? Friend of mine worked in Egypt for a bit and said one of the reasons they drive so wildly (and often without seatbelts) is the belief that it's entirely down to the will of God whether they get there in one piece or not, irrespective of anything they are doing.
