Strictly speaking, "emperor", being a Germanification of "Caesar". Much the same as Russian Tsar/Czar. In the late Roman Empire, a Caesar was the junior partner to the Augustus, the most senior ruler, with one pair for the Eastern (Constantinople) and Western (Rome/Ravenna) halves. Tho things often got a lot messier than that as it dissolved into rebellions, coups and breakaway states. |  |
