Well, depends on personal taste, but there is an element of science behind putting a layer of fat (cream / butter) first as it affects the texture and flavor experience

I agree, unless there is no butter (criminal IMHO) and then it needs to be cream first as the butter substitute.

I think it depends on the consistency of the cream compared to the jam. If it's clotted and thick then that's first but if its more whipped or fluffy then I'd go jam first.
