Unless I’m misunderstanding, wasn’t it one option of several discussed between Scottish NHS leaders and not the government? So the Westminster comparison isn’t appropriate. Besides, Sturgeon has come out and said her government isn’t going to consider a change to the free at the point of service model, so that should really be the end of it.
Also a misleading quote in there about the Barnett formula. They do use Westminster set funding levels to calculate the funding awards. So there are constraints the devolved Govts have to work under, even if they have autonomy within the total budget allocated. Westminster can drastically increase public spending if they want to whereas devolved governments have limited borrowing powers. |  |
