Both situations were totally different
It would be easy, I would think, to argue they were very similar but if the time is different in term of restrictions that would be different. Which is what I wanted to establish.

Yes, but the fine is because he broke the law and has lied to/misled parliament about it.
Which means he has to resign in any normal application of the rules
