Or it’s a clever way of trying to sell a club if a player is split between two - “Look how they treated Michael, you’re not even be guaranteed to be signed until the very last moment. Whereas we’ll treat players like humans...” Could be deemed posturing in the transfer market rather than caring about any of the players.
